Unless VA requires the seller to keep the plates, yes you can drive to NH on VA plates.
You will need a signed bill of sale, the title and registration documents, just like you’d be buying a car across town.
Check both VA and NH state DMV websites for any additional requirements. Each state is different and you need to know what is required to buy and transport a car.
Get the VIN and call your insurance agent, give them the VIN, tell them you are buying the car and they can put it on your policy over the phone. You can do this in advance as well. They will send you a bill later.
Call the insurance company before you go to pick up the car. They will need the VIN and a description of the car. They will “bind coverage” for the trip back and then they may require you to drive the car to them so they can look it over before issuing the policy. Do not drive the car with someone else’s plates on the car. No plates at all are better than somebody else’s plates. Make sure you have the title, properly filled out by the seller and a signed and dated bill of sale with you for the trip back home, in case you get stopped.
